In North Carolina, early intervention refers to the system of services provided by many different agencies and programs for children birth to five and their families. This comprehensive, interagency system is called Together We Grow. There are two parts of Together We Grow – the Infant-Toddler Program for children birth to five and the Preschool Program for children ages three to five.

The early intervention system of services is provided under federal law, the Individuals with Disabilities Education Act (IDEA). Part C of IDEA provides the federal mandate for services for young children with special needs, aged birth to three years. Part B of IDEA provides the federal mandate for students with special needs, aged 3 to 21 years.

Who to Contact for Assistance for Children with Special Needs

  • Children’s Developmental Services Agency (CDSA) administers and determines eligibility for the NC Together We Grow Program for children birth to age three. CDSA provides developmental testing as well as service coordination. Call 704-786-9181. There are no out-of-pocket fees for evaluations and service coordination.

    Family Care Coordination, a service provided by the Cabarrus Health Alliance, provides case management services to pregnant teens and women, and to families who have children 0 to 5 with special needs or developmental concerns. Call CHA at 704-920-1000

Children ages 3 to 5 years are served by the school systems

  • Contact Cabarrus County Schools at Long Preschool, 310 Kerr Street, NW, Concord, at 704-782-5712, if you live in the Cabarrus County School District. There are no fees for services provided by the school systems to eligible children.

    Contact Kannapolis City Schools at McKnight Child Development Center, 1300 Glenn Avenue, Kannapolis, 704-932-7433, if you live in the Kannapolis City Schools District.

Thompson Child and Family Focus – 704-536-0375

  • Inclusion Specialists with Thompson’s Child and Family Focus provide screenings; support to teachers and families; technical assistance to teachers and directors; professional development and inclusion services to support children with special needs enrolled with typically developing children.

Parent Support Group for Parents of Children With Autism
