The Cabarrus Partnership for Children is a non-profit agency, organized in 1998 to plan and administer Smart Start programs in Cabarrus County. 
The mission of Cabarrus Partnership for Children is to ensure that services in health, early education, child care and family support are available and accessible so that children enter kindergarten healthy and prepared to succeed in school
Since 2002, the Partnership has also administered More at Four, a state funded, pre-kindergarten program for 4-year-old children in collaboration with Kannapolis City Schools and Cabarrus County Schools. The mission of More at Four is to provide a high quality, language-based education program all day during the school year for children with risk factors for school failure.
Ann C. Benfield, is the new Executive Director of the Cabarrus County Partnership for Children, effective January 5, 2009.

Ann has a background that has included teaching children with special needs in Rowan County and directing a NAEYC accredited child care center for the Federal Government for the past 20 years.
